SECTION 4: ESSENTIAL BACKGROUND INFORMATION

FIXED DATA ELEMENTS

Fixed data elements (DEs) store a value of another DE until a new assessment is conducted, i.e. In January Org Unit X has a survey on FP and its QA score is 80%. This value is stored in a fixed DE called ‘Fixed Score’. In March OU X has another survey on FP and its QA score is 75%. The fixed DE called ‘Fixed Score’ is now 75%.

Fixed DEs allow analytics that are not time-bound. I can look at several variables of my SF network regardless of the month when assessments have been conducted. Fixed DEs report the last value of a variable and store it until a new assessment is conducted.

Fixed DEs have been developed for each Health Area for the following variables:

Fixed Score: store the QA score for a HNQIS survey

Fixed Class A: store a Yes/No value according to the class of the QA score

Fixed Class B: store a Yes/No value according to the class of the QA score

Fixed Class C: store a Yes/No value according to the class of the QA score

Fixed Status: store a value from 1 to 4 according to the status of assessment where 1 = Never Assess and 4 = Future

Fixed Never Assess: store a Yes/No value according to the status of assessment

Fixed Overdue: store a Yes/No value according to the status of assessment

Fixed This Month: store a Yes/No value according to the status of assessment

Fixed Future: store a Yes/No value according to the status of assessment

Fixed Productivity: store a 0/9 value according to the productivity where 0 = Low and 9 = High

Fixed DEs are DEs, hence they can be found within the ‘HNQIS Fixed DE’ DE group.

Fixed % Class Indicators

To report the % of providers in each QoC class, fixed indicators pull out the DEs Fixed Scores and report the % of providers in each class,

Fixed Indicators have been developed for each Health Area for the 3 classes:

Fixed % Class A: store the % of Fixed Score in Class A

Fixed % Class B: store the % of Fixed Score in Class B

Fixed % Class C: store the % of Fixed Score in Class C

Fixed Indicators are Indicators, hence they can be found within the ‘HNQIS Fixed % Class’ indicator group.

Pivot tables: the difference between event data element values and Fixed data element values

Within the app “Pivot tables” (accessible under DHIS2 apps > Pivot tables), it’s possible to select two different types of data as shown below. With the explanation on Fixed DEs in mind: event data items store the actual checklist data values while Fixed DE just show the values of the last assessment of an organization unit.
