The Health Services Report captures Voluntary Medical Male Circumcision (VMMC) service delivery on a monthly basis. All service data are disaggregated by Channel: Franchise Facility, Service Delivery Partner, or PSI Direct Service Provision. For franchise facilities and service delivery partners, only services that meet PSI’s criteria for service delivery through partners can be reported. Why collect these data?

The tables compile data based on PEPFAR and Global Fund VMMC indicators. This data is useful for a variety of programmatic and reporting applications:

 

Internally , these data will provide important information about global trends in service delivery, informing quality assurance measures and facilitating identification of platform-to-platform technical assistance opportunities for programmatic improvement. These data are also key to proposals, further ensuring VMMC program advancement through continued and additional funding.

 

Externally , these data will allow PSI to leverage its network to contribute to global discussions about VMMC service delivery. PSI is often asked to share global data related to PEPFAR indicators. For example, the total number of males circumcised may indicate a change in the supply of and/or demand for VMMC services. These programmatic data can also provide critical information in order to improve the scale-up and efficiency of VMMC service delivery.

 

Impact Estimation  (e.g. DALYs averted, HIV infections averted): In each table, we have noted where data will be used to estimate impact.

Data Element:
Clients receiving Male circumcision by channel (VMMC_CIRC)
Purpose: This data element is measuring the males circumcised as part of the voluntary medical male circumcision (VMMC) for HIV prevention within the reporting period
 by channel (franchise facility, service delivery partner, or PSI direct service provision).
Precise Definitions:

Male circumcision is the removal of all or part of the foreskin of the penis through either surgical or device methods.

Disaggregated by:
Channel (franchise facilities, PSI direct service provision, service delivery partner)
Justification/Management Utility:
Success of VMMC programs is measured by achieving scale. This table allows PSI to assess where the majority of VMMC procedures in the network are performed, offering a global picture of the yield each model may achieve.



Data Element:
Clients receiving Male circumcision by method
Purpose: This data element is measuring the total number of MC procedures performed, disaggregated by method (surgical or device).
Precise Definitions:
 
Male circumcision is the removal of all or part of the foreskin of the penis through either surgical or device methods.

Surgical methods for male circumcision include: dorsal-slit, sleeve resection, and forceps-guided.
 
Devices that may be used during the ADULT male circumcision procedure include: Prepex. Devices that may be used during the INFANT male circumcision procedure include: AccuCirc, Plastibell, Mogen Clamp, Gomco Clamp.

Method (Device, Surgical, Unknown)
Justification/Management Utility:
Success of VMMC programs is measured by achieving scale. Disaggregation by method type helps with understanding of demand among men. It has procurement and resource implications. Data from this table will be used to estimate health impact (DALYs averted, HIV infections averted).

Purpose: This data element is measuring the total number of MC procedures performed, disaggregated by HIV status and age

HIV status (HIV- clients, HIV+ clients, HIV status unknown clients)

Age (<1, 1-4, 5-9, 10-14, 15-19, 20-24, 25-29, 30-34, 35-39, 40-44, 45-49, 50+), or unknown)
Justification/Management Utility:
VMMC offers HIV prevention benefits only when performed on HIV negative men. By tracking the HIV status among VMMC clients, PSI can assess proper health impact in DALY models, and measure its contribution to global VMMC targets. Disaggregation by age allows programmatic assessment of the utility of various channel types in reaching HIV negative men in the intended age categories.
